Bensalem man charged with sex assault that occurred when he was 11

A Bensalem man has been charged with sexually assaulting a girl when he was 11 and she was 6.
Raymen Kris Arango, now 20, was arraigned before District Judge Joseph Falcone on a felony sexual assault charge Friday and released on $100,000 unsecured bail.
Bensalem Detective David Nieves Jr., who inherited the follow-up investigation started by a now-retired detective, conducted a forensic interview at the Bucks County Child Advocacy Center in February with the accuser, now 15, according to a probable cause affidavit.

The teen said Arango engaged in sexual intercourse and other sex acts with her between 2005 and 2007.
Court records state Nieves made attempts to locate Arango while the investigation remained idle.
On Aug. 26, while the detective was driving on Street Road, he saw Arango walking west on the highway. He initiated a pedestrian stop and confirmed his identity, the affidavit said. Arango agreed to accompany Nieves to police headquarters where he admitted engaging in sex acts with the girl, police said.

He also provided a written statement apologizing to the girl, police said.

  1. Is it possible for an 11 year old to be aware enough of sexual assault? And if it is possible, then at exactly what age do the harmless and necessary "doctor" games become a crime? Children are going to explore their bodies and it is right that they do so. At 11 it is doubtful that the child was even in puberty let alone intentionally molest a child. Sexual assault and child abuse are serious issues yet we need to be careful about overreacting and punishing children for the natural curiosity that is in all humans.
